In response to this issues, in my opinion, the answer can be yes or no. And all of this was done with great care. I will start with BPJS itself and its functions. BPJS is a functioning Social Security Administering Body. What does BPJS stand for and explain its function? Function: BPJS Health functions to organize a health insurance program.
It is explained in Law Number 40 of 2004 concerning the National Social Security System that health insurance is administered nationally based on the principle of social insurance and the principle of equity, with the aim of ensuring that participants receive health care benefits and protection in meeting basic health needs. BPJS Health on January 1, 2014, as a transformation from PT Askes (Persero).
If we refer to the function of BPJS itself, ideally a health insurance should be comprehensive, fair and equitable (bpjs-kesehatan.go.id) and can increase the utilization and quality of health services for the community. In fact, the quality and BPJS administration must be able to accommodate and facilitate the community as well as possible.

This started in 2004 when the government issued Law Number 40 of 2004 concerning the National Social Security System (SJSN) and then in 2011 the government enacted Law Number 24 of 2011 concerning the Social Security Administering Body (BPJS) and appointed PT Askes (Persero). Through the National Health Insurance Program-Healthy Indonesia Card (JKN-KIS) organized by BPJS Kesehatan, the state is present among the people to ensure that all Indonesians are protected by comprehensive, fair and equitable health insurance (bpjs-kesehatan.go.id).

1) When the government will raise the premium BPJS, there must be various considerations and aspects of course social and economic factors that will determine whether the impact is positive or negative for all levels of Indonesian society. When the government is going to raise the BPJS premium, the government should look back at the current level of economic growth and the level of purchasing power of the Indonesian people. Then, what benefits will the community get with this BPJS Premium facility. With the increase in the BPJS premium, will the community be willing and able to pay the dues. In this case, whether in the future, the community will consistently pay dues and on time. Moreover, the current world conditions and of course Indonesia, which is affected by the covid-19 pandemic. This situation has burdened the community economically.
Based on the data that I obtained from the Social Statistics Agency (BPS) as a material for consideration and input on the social and economic conditions of the Indonesian people.
• The percentage of poor people in September 2021 was 9.71 percent, a decrease of 0.43 percentage points against March 2021 and a decrease of 0.48 percentage points against September 2020.
• The number of poor people in September 2021 was 26.50 million people, a decrease of 1.04 million people from March 2021 and a decrease of 1.05 million people from September 2020.
• The percentage of the urban poor in March 2021 was 7.89 percent, down to 7.60 percent in September 2021. Meanwhile, the percentage of the rural poor in March 2021 was 13.10 percent, down to 12.53 percent in September 2021.

a. The government must compare the rate of economic growth before the pandemic, during the pandemic and now. Especially with the social and political issues that are currently heating up, namely the issue of moving the capital of a new country, elections and the increase in basic needs, cooking oil and so on.
b. If BPJS contributions are increased for premium facilities, then who will be the government's target.

c. With BPJS premium, the government will provide appropriate and proportionate health facilities, because essentially health services are the same everywhere. The only difference is physical facilities such as inpatient room type services.
d. If the government wants to increase the premium BPJS premium, then there are important things that the government must pay attention to, namely what about the "Standard Tariff of Health Services in the Implementation of the Health Insurance Program" which is held in hospitals throughout Indonesia? Based on the standard tariff for hospital services currently in force, in fact the tariff has not increased, this is evidenced by the standard tariff for complicated services which still refers to REGULATION OF THE MINISTER OF HEALTH OF THE REPUBLIC OF INDONESIA NUMBER 64 OF 2016 CONCERNING AMENDMENT TO REGULATION OF THE MINISTER OF HEALTH NUMBER 52 OF 2016 CONCERNING STANDARDS OF HEALTH HEALTH SERVICES IN THE IMPLEMENTATION OF THE HEALTH INSURANCE PROGRAM. Since 2016 until now, the standard for hospital tariff services has not been revised. This will certainly have an impact on the welfare of hospital management and service quality.
e. If the government allocates the budget to increase premium BPJS premiums in an efficient manner, then these funds can also be used as cross subsidies for BPJS PBI participants (Recipients of Contribution Assistance) such as very poor people such as homeless people, beggars and the very poor.
3) Health Service Providers (Hospitals)
a. What about the welfare of hospital health workers and the quality of hospital services if BPJS contributions are increased but the standard of service for hospital rates is not increased and the regulations have not been revised, because ideally for a minimum of 2 (two) years, there should be a renewal of hospital tariff service standards.
b. Considering the value of inflation that occurs every year.
